Historical

The “Faso Kuna-Wili” Fund (FKW) in the national Dioula language and whose translation into French means “Emerging Faso” Fund is a public establishment of the State classified in the category of National Funds. It is a National Financing Fund with legal personality, financial autonomy and enjoys public law prerogatives. It is governed by law n°010-2013/AN of April 30, 2013 on the rules for creating categories of public establishments, decree n°2014-610/PRES/PM/MEF of July 24, 2014 on the general status of funds and by Decree No. 2023-1905/PRES-TRANS/PM/MSJE/MEFP of December 29, 2023 approving the special statutes of the “Faso Kuna-Wili” Fund.

The FKW Fund is placed under the technical supervision of the Ministry in charge of employment and under the financial supervision of the Ministry in charge of finance.

Missions

The main mission of the FKW Fund is to contribute to the creation and consolidation of jobs for the benefit of young people and women, through support for their socio-economic initiatives, Small and Medium Enterprises/Small and Medium Industries ( SMEs/SMIs), groups, associations, cooperative societies and players in the informal economy, in order to promote their contribution to the economic emergence of Burkina Faso. As such, the FKW Fund is responsible in particular for:

In terms of financial services
• to ensure financing of projects for young people, women, associations, groups, cooperative societies, Small and Medium Enterprises/Small and Medium Industries (SME/SMI);
• to support the initiation of projects by young promoters;
• ensure the recovery of loans granted to promoters;
• to ensure regular financial revolving;
• collaborate with banks and financial institutions to facilitate the financing of projects for the benefit of young people and women;
• to seek funding and ensure its management.

In terms of non-financial services
• to contribute to the implementation of different promotional strategies
socio-professional aspects of young people and women;
• to ensure training, monitoring and supervision of promoters;
• to support associations, groups, cooperative societies and informal economic units in the implementation of their projects.

Fund resources

The resources of the FKW Fund consist of: State subsidies, repayments (capital and interest) of loans granted to promoters, late payment penalties, file management costs, insurance commissions, external financing , loans, equity investments, dividends, subsidies of any kind that could be allocated to it, donations and bequests.

Target audience

The target audience of the FKW Fund is composed of:
– natural persons of Burkinabè nationality, aged at least 15 years and
64 years at most;
– legal entities under Burkinabè law (companies, companies);
– associations, groups, cooperatives, unions, federations under Burkinabè law, duly constituted (office members aged 64 years or less).
